Towns Flooded, Without Power After Ophelia Landfall

Ophelia made landfall in North Carolina early Saturday morning. Impacts of the storm are widespread, reaching far into the Northeast due to the storm’s extended rain bands. Several communities were flooded by heavy rain or by wind-driven storm surge. Governors from three eastern states declared a state of emergency.
