High pressure over the Northeastern states has pushed cold air into the valleys of the Appalachian Mountains. This cold air has funneled as far south as Georgia and the Carolinas, where temperatures barely made it out of the upper 30s on Thursday afternoon.
Meanwhile, an upper level low pressure system is swirling northeast from the Gulf of Mexico towards the Atlantic Ocean. As air swirls counter-clockwise around the low, warm moist air flows over the trapped colder air. Water vapor within the warmer air mass then cools, condenses and falls to the ground as precipitation. Depending on the depth of the cold air below, some of the precipitation will make it to the ground as snow, otherwise it will melt into liquid rain and then refreeze into sleet pellets before hitting the ground.
