Honeywell Heaters teamed up with consulting company Environmental Health and Engineering to develop the second-annual list of , and for the first time, Portland, Maine, tops the list. That may come as a bit of a surprise to most, but when you consider the criteria takes cold weather into account, it makes a little more sense.

When building the list, factors like the number of portable heaters and fireplaces were included, but ambiance, comfort and accessibility were also important. The list also counted the number of coffee shops and restaurants in each city, as well as museums, breweries, florists and bed-and-breakfast hotels.
As a result, several cold-weather cities made this year's top-10 list. You can see all 10 cities listed in the slideshow at the top of this page.
