A two-story tall rooftop garden on a high-rise in south China may be an absolute gardening feat, but neighbors say it's hiding something illegal.

The Daily Mail reports a businesses man used the overgrown garden to hide two extra floors he added onto his penthouse in Guangzhou.

According to London's Daily Express, neighbors were worried the extra weight on top of the tower would compromise its integrity of the building, and they took their concerns to local journalists after local lawmakers didn't take action.

Media reports confirmed that the extra floors were not part of the original building plans. Experts told reporters the unapproved renovations should be tested to see if it had damaged the building.

This isn't the first time someone has used an elaborate garden to hide illegal construction in China. Officials in Beijing's Haidian District ordered a well-off resident to tear down an illegal villa he constructed on the 26th floor of a residential tower. He didn't comply, and China Daily reports the villa was demolished by December.
